What this guide gives you now
Plain answers about your pool surface, before you call any contractor. We do not do pool work, so nothing here is a sales pitch.
- A surface check you can do at the pool
The Pool Surface Condition Check walks you through what to look and feel for. It tells you whether to watch, plan or ask for an inspection. - Plain notes on each finish
Plaster, quartz, pebble, and the tile and coping at the edge. See how each one wears and what to ask about it on the finishes page. - A license check in a few minutes
Florida's contractor law lists pool interior refinishing in a pool contractor scope. The license guide shows how to look up any contractor on the state site. - A written scope to ask for
Ask any contractor to write down the finish, the prep of the old surface, the tile and coping work, the start-up water care, the warranty and the price. Nothing should start until you agree in writing. - A timing plan for the Sarasota area
Draining a pool and storm season do not mix well. The timing guide lays out the storm calendar and the local watering order. - Water questions to ask
Tap water is treated differently from one utility to the next. Ask your utility for its water report, and ask your contractor how they will balance your fill water after the new finish goes on.
This site is free to read. It sells no pool work and takes no payment. Any work is agreed in writing between you and the licensed contractor who does it. If you see cracks in the pool shell, a licensed contractor should inspect it before anyone talks about a new finish.
Services in Lakewood Ranch
Illustration Plaster and marcite resurfacing
The classic smooth white finish. It costs the least of the main finishes and wears out first.
Illustration Quartz pool finishes
A plaster-type finish with quartz in the mix. It sits between plaster and pebble on lifespan.
Illustration Pebble pool finishes
Small stones set in the surface. The longest-lasting of the main finishes, with a textured feel.
Illustration Pool tile and coping
The tile band at the waterline and the cap along the pool edge, often redone in the same drain.
From a rough surface to a written scope
Look at the pool first. The finish choice comes after.
- Check the surface. Run your hand over the walls and steps. Look for rough spots, flaking, stains that will not scrub off, cracks and loose stones. The surface check scores what you find.
- Find the cause of any water loss. If the pool loses water with no clear reason, ask for a leak check before a new finish. A new surface does not fix a leak.
- Check the license. Ask each contractor for a state license number and look it up on the state licensing site. Write down the license type and the date you checked.
- Get the scope and price in writing. The scope should name the finish, the prep, the tile and coping work, the refill and start-up plan, and the warranty. Compare scopes line by line, not only the total.
Pool Surface Condition Check
Look at the pool on a bright day with the pump off, then answer each question. The result shows a stage and the answers that counted most. It is a starting point, not a price and not a diagnosis.

Check your county and your utility first
Some Lakewood Ranch addresses are served by Sarasota County rather than Manatee County utilities, so check your utility. Your water bill names it.
Lakewood Ranch is a census-designated place, not a city. Everything below comes from Manatee County pages, so it fits addresses in unincorporated Manatee County. If your address is in Sarasota County, ask Sarasota County instead. Its building, drain and water rules are not covered on this page.
Permits: what the county handout says
As of October 19, 2026
Manatee County's Building Division is in Lakewood Ranch, at 9000 Town Center Parkway 2. Its page lists (941) 749-3012 and the Accela Online Services Portal for permits 2.
The county's handout on what does and does not require a permit lists building a swimming pool as work that needs a state-certified or locally licensed contractor and a permit 1. It lists repair or replacement of residential pool equipment, other than a pool heater, among work that does not require a permit 1.
The handout does not name pool resurfacing. It also says it does not list every scope of work 1. So the equipment line does not answer the question for a new surface. Ask the Building Division.
The county's FAQ says pools and screened pool enclosures must sit five feet from side and rear property lines 2, and that no pool or pool cage may encroach in any easement or drainage swale. That is a new-pool rule, not a resurfacing rule. Ask whether it comes into play if your job changes the pool's outline.
License rules in Manatee County
As of October 19, 2026
The same handout says contractors must set up a Qualification File with the county before work 1. It says the county does not reciprocate registered licenses, so those holders must be current and active in Manatee County 1.
It lists commercial, residential and servicing pool classes under CP and RP, and Swimming Pool Finishes among its specialty types 1. The handout does not make clear whether Swimming Pool Finishes is a state class or a county class 1.
Licensing questions go to licensing@mymanatee.org or (941) 748-4501, extension 3574 1. Read the license guide for the state classes and the state search page.
Draining and the sewer credit
Manatee County's storm sewer permit page lists dechlorinated swimming pool discharges and filter backwash from residential pools among discharges exempt from its illicit-discharge ordinance, Ordinance 00-02 3. It says the person discharging must show the water is uncontaminated 3.
The page gives no chlorine limit. It has no sanitary sewer rule and no rule for plaster or acid-wash water. It covers unincorporated Manatee County. Cities such as Bradenton have their own rules, as the Bradenton page shows.
Manatee County Utilities says customers who recently filled a pool may qualify for a credit on the sewer part of the bill, requested through the Customer Self-Service Portal 4. The page gives no amount and no deadline. Ask Utilities for both before you refill.
Manatee County water hardness
Manatee County Utilities' 2025 secondary-contaminants report lists total hardness in finished water at 106-279 ppm as CaCO3 (range of 2025 results)5. Total alkalinity ran 20.1 to 61.0 ppm 5. In grains per gallon, that hardness range is 6.2 to 16.3 (our arithmetic: the two ends of the range above, each divided by 17.1, the report's own conversion note).
The range covers the county system, not one street. The report gives no average, and it does not name Lakewood Ranch 5. A wide range means your own tap water could sit anywhere in it. If your utility is Sarasota County, this range does not apply to you.
Ask your utility for a figure for your address. Then ask your installer how it fits the start-up plan in the timing guide.
Your Lakewood Ranch checklist
- Utility. Find the name of your water utility on your bill.
- Permit. Call the Building Division and ask whether a surface-only job needs a permit. Note who answered.
- Licenses. Ask your contractor for a state license number. Ask if the county needs a Qualification File for the license they hold.
- Draining. Ask the county how to handle pool water, and what counts as uncontaminated.
- Refill. Ask Utilities about the sewer credit, and about the watering order.
