Pool resurfacing in Bradenton

Sarasota Pool Refinishing is a guide run by Terragroupe, LLC. We do not resurface pools or do any pool work, and we are not taking requests yet. A licensed pool contractor does this work, and we are lining one up.

Bradenton's Pool/Spa permit sheet lists a Pool Resurface Permit Fee, so ask the Building Division whether your job needs a permit before work starts 1. The sheet's exemptions heading is blank, so it does not say which resurfacing work, if any, is left out of permitting. The City sets its own drain, water and refill rules, apart from Manatee County's.

What this guide gives you now

Plain answers about your pool surface, before you call any contractor. We do not do pool work, so nothing here is a sales pitch.

  • A surface check you can do at the pool
The Pool Surface Condition Check walks you through what to look and feel for. It tells you whether to watch, plan or ask for an inspection.
  • Plain notes on each finish
Plaster, quartz, pebble, and the tile and coping at the edge. See how each one wears and what to ask about it on the finishes page.
  • A license check in a few minutes
Florida's contractor law lists pool interior refinishing in a pool contractor scope. The license guide shows how to look up any contractor on the state site.
  • A written scope to ask for
Ask any contractor to write down the finish, the prep of the old surface, the tile and coping work, the start-up water care, the warranty and the price. Nothing should start until you agree in writing.
  • A timing plan for the Sarasota area
Draining a pool and storm season do not mix well. The timing guide lays out the storm calendar and the local watering order.
  • Water questions to ask
Tap water is treated differently from one utility to the next. Ask your utility for its water report, and ask your contractor how they will balance your fill water after the new finish goes on.

This site is free to read. It sells no pool work and takes no payment. Any work is agreed in writing between you and the licensed contractor who does it. If you see cracks in the pool shell, a licensed contractor should inspect it before anyone talks about a new finish.

Services in Bradenton

From a rough surface to a written scope

Look at the pool first. The finish choice comes after.

  1. Check the surface. Run your hand over the walls and steps. Look for rough spots, flaking, stains that will not scrub off, cracks and loose stones. The surface check scores what you find.
  2. Find the cause of any water loss. If the pool loses water with no clear reason, ask for a leak check before a new finish. A new surface does not fix a leak.
  3. Check the license. Ask each contractor for a state license number and look it up on the state licensing site. Write down the license type and the date you checked.
  4. Get the scope and price in writing. The scope should name the finish, the prep, the tile and coping work, the refill and start-up plan, and the warranty. Compare scopes line by line, not only the total.

Pool Surface Condition Check

Look at the pool on a bright day with the pump off, then answer each question. The result shows a stage and the answers that counted most. It is a starting point, not a price and not a diagnosis.

What the Pool/Spa permit sheet says

As of October 19, 2026

The City of Bradenton's Building Division keeps a single-page Pool/Spa permit sheet 1. It has a line named Pool Resurface Permit Fee. As listed: 150 USD (pool resurface permit fee)1. State surcharges and other fees sit on their own lines, so the total is higher than that one line 1.

A fee line tells you the City has a resurface permit type. It does not tell you whether your job needs one. That is for the Building Division to say.

The sheet also has a heading for work that does not need a permit. Nothing is listed under it 1. So the sheet does not say which resurfacing work, if any, is left out of permitting.

The minimum documents it lists are building plans, a site plan or survey, a Pool/Spa Affidavit and impervious coverage 1. Ask whether a surface-only job needs all of them.

Who to call, and the July rule

As of October 19, 2026

The Building Division's main number is (941) 932-9414 2. Permit applications go through the City's Online Permitting Services portal, and inspections are scheduled from the permit record in Accela 2. The page prints two Building Division addresses 2, so confirm which office you need before you drive over.

Bradenton's House Bill 803 page covers a state exemption for small, non-structural single-family jobs, in effect from July 1, 2026 3. The City's Building Official must approve a written request in the Accela portal first 3. The page rules out flood zones, zoning permits, and electrical, plumbing, mechanical, gas and structural work. It says city staff will not inspect exempt work 3.

The page does not mention pools. So do not assume a resurface qualifies. Ask the Building Official.

Draining a Bradenton pool

Bradenton's stormwater page on pool maintenance gives plain steps 4. Never drain chlorinated water to the street or a storm drain. Let the water stand and test it first, with chlorine under 0.01 mg/L 4. Then drain onto a lawn or garden without causing erosion.

The page calls connecting a pool discharge pipe to the City drainage system illegal 4. It does not mention the sanitary sewer, salt water, plaster or acid-wash water.

If your job will leave salt, plaster dust or cleaning-chemical water in the pool, ask the City where that water may go. These are City rules. Unincorporated Manatee County has its own, as the Lakewood Ranch page shows.

Your water and the refill

Bradenton's water is a blend of purified surface water from the Bill Evers Reservoir and groundwater from aquifer storage and recovery 5. The City's 2025 report lists no hardness, calcium or alkalinity value 5. So there is no City hardness figure to use. The report lists the plant's phone as (941) 727-6366 5.

Ask the plant for a hardness figure. Then ask your installer how the start-up plan fits your fill water.

After a refill, the City may reduce the sewer part of your bill. Its Pool Fill Credit page sets these terms: request within 30 days; one per 24 months6. You also need proof of filling, under a section of the City Code 6.

That credit is a billing rule. It shows that refilling a pool is a known use of water. It does not say a refill is exempt from the district's watering order. Ask your utility about the order before you drain, and read the timing guide.

Your Bradenton checklist

  • Permit. Call the Building Division and ask whether a surface-only job needs a permit. Note the name of the person and the date.
  • Fee. Ask what the Pool Resurface Permit Fee covers and which other fees get added.
  • Draining. Follow the City's stormwater steps. Ask about salt and plaster water.
  • Refill. Ask your utility about the watering order, and ask how the sewer credit request works.
  • License. Look up the contractor's state license. See the license guide.

Compare plaster, quartz and pebble finishes.
