What this guide gives you now
Plain answers about your pool surface, before you call any contractor. We do not do pool work, so nothing here is a sales pitch.
- A surface check you can do at the pool
The Pool Surface Condition Check walks you through what to look and feel for. It tells you whether to watch, plan or ask for an inspection. - Plain notes on each finish
Plaster, quartz, pebble, and the tile and coping at the edge. See how each one wears and what to ask about it on the finishes page. - A license check in a few minutes
Florida's contractor law lists pool interior refinishing in a pool contractor scope. The license guide shows how to look up any contractor on the state site. - A written scope to ask for
Ask any contractor to write down the finish, the prep of the old surface, the tile and coping work, the start-up water care, the warranty and the price. Nothing should start until you agree in writing. - A timing plan for the Sarasota area
Draining a pool and storm season do not mix well. The timing guide lays out the storm calendar and the local watering order. - Water questions to ask
Tap water is treated differently from one utility to the next. Ask your utility for its water report, and ask your contractor how they will balance your fill water after the new finish goes on.
This site is free to read. It sells no pool work and takes no payment. Any work is agreed in writing between you and the licensed contractor who does it. If you see cracks in the pool shell, a licensed contractor should inspect it before anyone talks about a new finish.
Services in Sarasota
Illustration Plaster and marcite resurfacing
The classic smooth white finish. It costs the least of the main finishes and wears out first.
Illustration Quartz pool finishes
A plaster-type finish with quartz in the mix. It sits between plaster and pebble on lifespan.
Illustration Pebble pool finishes
Small stones set in the surface. The longest-lasting of the main finishes, with a textured feel.
Illustration Pool tile and coping
The tile band at the waterline and the cap along the pool edge, often redone in the same drain.
From a rough surface to a written scope
Look at the pool first. The finish choice comes after.
- Check the surface. Run your hand over the walls and steps. Look for rough spots, flaking, stains that will not scrub off, cracks and loose stones. The surface check scores what you find.
- Find the cause of any water loss. If the pool loses water with no clear reason, ask for a leak check before a new finish. A new surface does not fix a leak.
- Check the license. Ask each contractor for a state license number and look it up on the state licensing site. Write down the license type and the date you checked.
- Get the scope and price in writing. The scope should name the finish, the prep, the tile and coping work, the refill and start-up plan, and the warranty. Compare scopes line by line, not only the total.
Pool Surface Condition Check
Look at the pool on a bright day with the pump off, then answer each question. The result shows a stage and the answers that counted most. It is a starting point, not a price and not a diagnosis.

What the City's permit pages cover
As of October 18, 2026
The City of Sarasota Building Division keeps a contractor checklist for pools and spas 1. It says a pool with structural changes must meet the rules for a new pool. It also says any pool or spa addition or remodel needs a backflow device in place before the final inspection 1.
It does not mention resurfacing or replastering. The City's "When do I need a Permit?" guideline and its notice on the July 2026 state exemption are silent on pools too 2 3. They do not say a surface-only job needs a permit, and they do not say it is exempt. We have not found a written City answer.
Call the City's permitting line, (941) 263-64945, and ask before work starts. Ask your contractor who pulls any permit, and get that in the written scope.
Your fill water
The City's water comes from wells in the Upper Floridan aquifer. It is treated by reverse osmosis and ion-exchange softening, blended, and disinfected with free chlorine 4. In short: softened groundwater, sodium 88 ppm4.
The City's 2025 report lists no hardness, calcium or alkalinity value 6. A fresh pool finish and its start-up water care go together, so ask your contractor how they will balance softened city water after the finish goes on, and get the plan in writing.
One finish maker's start-up guide says not to fill with soft water 7. The City's supply is partly softened, and no source we read links them. So ask your installer how your tap water fits the plan. The timing guide has the details.
If your water bill comes from Sarasota County Utilities instead of the City, read that utility's own report. It is a different water system.
Draining the pool
We have not found a City of Sarasota page or ordinance on draining pool water. Ask City Utilities and City stormwater staff before the pool is drained, and get the answer in writing.
The state sets some base rules and guidance, and nearby jurisdictions say different things. The timing guide sets out what each says.
Refilling under the watering order
The water district's shortage order limits lawn watering by address in Sarasota County. The City's notice says it now runs through March 31, 20278.
The district's fact sheet does not mention pools, filling or topping off. That does not mean a refill is unrestricted. Ask the City utility about refilling a drained pool before the pool is drained.
The storm record
Hurricane Milton came ashore on Siesta Key in October 2024 as a category 3 storm 9. From Longboat Key to Venice, the National Hurricane Center found 4 to 6 feet of surge above ground 9. It found higher surge farther south 9.
Those are coast and bay figures, not a measure of every yard. They are a reminder that a resurface schedule needs a storm plan. Ask the contractor what happens if a storm is forecast while your pool is empty.
Your Sarasota checklist
- Permit. Call the City's permitting line and ask whether your job needs a permit. Note who you spoke to.
- License. Look up the contractor's state license on the state site. See the license guide.
- Water. Ask for the refill and start-up water plan, and ask the utility about the watering order.
- Timing. Pick a window that keeps the pool full when storms are likely. See the timing guide.
- Scope. Get the finish, the prep, the tile and coping work and the warranty in writing.

Questions people ask
Do I need a permit to resurface my pool in Sarasota?
As of October 19, 2026
We do not know yet. The City's pool checklist, permit guideline and exemption notice are silent on resurfacing 1 2 3. Call the City's permitting line before work starts, and ask your contractor who pulls any permit.
Does Sarasota's softened water matter for a new finish?
It is worth asking about. City water is softened 4, and a new finish needs careful water care while it settles in. Ask your contractor for their start-up plan for city water, in writing.
Can I refill my pool during the watering restrictions?
The district's fact sheet does not mention pools, so ask the City utility before you drain. Do not assume a refill is allowed or banned.
